Dragons don't have wings.

True; even genesis mod dragons cannot fly.

Alt + (direction) will give you height options if you have wings, there is a slope in that direction, or you are in water. This doesn't work in an completely flat area. You can also use this to dive underwater as well as fly.

Trying to move to "open space" without wings will make you slam into the ground and if it's above water you will start drowning even if you can normally swim.

Creatures in DF do not actually need wings to fly, they just need the [FLIER] tag.  If they have both [FLIER] and some body part with [FLIER] attached to it, say a pair of wings, then cutting off their wings will make them unable to fly.  If they have [FLIER] and no flying-sanctioned body parts, they can just fly innately and there's nothin' you can do about it.

But either way, dragons by default (I guess in Genesis too, never used it) do not have [FLIER] and so cannot fly.
