Can we include games with steampunk mods? I'm sure there's more that fit the bill then.
The only game I can think of is neopets.
Also Orbis modmod for Civilization 4 has a steampunk civilization.

If we're talking about mods, there's Damnation for Unreal Tournament 2004. I recall there may also be a sky pirate one.

Ultima: Martian Dreams.

You get shot to Mars with a cannon, in 1800-something.

Well, that's about the extent of the SteamPunk I think, mostly just era weapons, and weird martian technology thingies.
