Provoking elves/humans to war

I've never had my civ be at war with elves/humans, so I've never fought them. I'd like to remedy this. Despite repeatedly murdering caravans, they still like me. Is there anything else I can do? It's not like diplomats come anymore. Will giving the elves wood make them mad enough to declare war?

I normally just loot the entire caravans and let them go back with the news. it seems to work better.

Kill a few of them and let the rest escape after siezing stuff could work too.

It's hard to do with elves, since they don't send diplomats anymore.  I always mod my elves to have a diplomat position so I can piss them off if I want war with them.  That requires a world regen, so you can't do it with an existing fortress.

Humans should still send diplomats, which you can kill to trigger a war.

Diplomats are supposed to talk to my leader I though? I've never had that happen. I'll try killing a few and taking their stuff.

I think you have to have a count (or a baron, or a duke) before the humans send a diplomat.
