You may notice that any government participating in a war fits the first two immediately. Probably the third, too. The "non-state" clause is the only reason the US isn't a "terrorist organization," because it fits the definition otherwise. Actions are much the same.

Alright, it looks like I got the message. You do not need to be sane to conduct terrorism. This might impact any future "research" I do, mostly inflating the number of attacks because I won't be excluding any based on 'insanity'.

Hooray for a clear and convincing answer being given. I was actually going to be concerned there would be an argument, but it looks like the thread had came to a consensus pretty early.
