Stumpy is missing his left arm and right hand...what should be his fate?

I tried making him the sheriff but the "Cannot pickup equipment" spam was too much. This guy can't do anything, and spams my feed incessantly. Should I just off him?

give him no armor and no weapon, turn off all his labors that require hands
