show_flow_amounts on pause

When I'm watching my dwarfs run around and do their jobs, I also like watching the river flowing. But when I pause the game, the river shouldn't flow and showing flow amounts provide more information.

I think a new init option [SHOW_FLOW_AMOUNTS:PAUSE] which would show tildes and curvy equal signs when running and numbers when paused.

At the moment you lose information on either view, so being able to switch between them either with a menu option or by pausing (as in this suggestion), a menu option would be preferable IMO.
