I had a hunter die due to typical dwarven stupidness, (Dodging into water) I can see his body and everything, how can I get my Dorfs to recognize him as dead and bring back his stuff?

OK, I have to reload the save.
There was a bit of a problem regarding flashfreezing, a ballistae, and a barrel of dwarven ale. Gonna fix it up.

If his body is in the water I imagine you'll either have to drain the water source or get used to him being MIA.

the water doesn't matter so much, they just need a good look at it.
