You did replace your OS; are you sure proper drivers exist for your exact OS for those exact models?

If games run properly I wouldn't care about Catalyst working, unless you need it to configure something unusual.  Catalyst isn't part of the driver stack in any way that I'm aware of, so even it's being stupid and not installing you should be fine.

If it really bothers you or if you do need to use it for some reason or another, I would try uninstalling the drivers and Catalyst completely and trying to install the most recent generic drivers from ATI / AMD.  In the past at least Catalyst could be unreliable when upgrading drivers, and ATI recommended wiping existing drivers before installing new ones.
