Livestock killed by goblins can't be butchered

I have about 20 corpses of stray cows and horses in my refuse pile, victims of goblin attack during a recent seige. They weren't pets and haven't gone rotten, yet when I queue up butchery orders, I get the "Farmer cancels butcher an animal: needs butcherable unrotten nearby item".

If you knew what your average goblin is capable of doing with livestock you would not be wondering.

There might be a distance restriction.  Is the butcher's shop near the pile?

I have 3 butcher shops next to my outdoor refuse pile. Would the dwarves with butchery orders need to be nearby to carry out the order? They may have been near the underground river at the time.
 I'd been able to butcher animals up to that point, and I've slaughtered and butchered fresh animals after the seige, so it seemed the goblins killing the animals would have had something to do with making them un-butcherable.

If any of them were "named" (killed a goblin?) I think they can't be butchered either.

I can not butcher any loose livestock that was not killed by the (slaughter animal) command.

If they are killed any other way, by accident, by aggressive animals, flooding sieges whatever, they just sit there and rot.
And I always build a refuse pile under the corpse.
