Help! Military owning all the food

I have a crazy problem happening in my fort....  I have 34 plump helmets and they are all "owned" by my military...  What the hell is going on?

Go into military screen, supplies, and set food to zero.  They carry food in their backpack to eat while on standing orders, but I've never found this useful.  Make flasks for them, but food never seems to work as intended.
