All human forts abandoned? (Possible newb question here)

I've made several worlds now for adventure mode, yet I can't get past the first quest because I can't get any companions to help. Why? None of the forts I've gone to have ANY soldiers inside, they all appear to be abandoned. I know abandoned forts are a feature (talking about the generated ones, not the ones from abandoned fortress games), but I've visited about twelve now across my worlds and I haven't found a single sign of (human) life in any of them. It's starting to piss me off, because without the companions from even one fort, I'm really unable to get any peasants to help or anything so I can't ever kill the first bandit they assign to me.

So yeah, unlucky, bug, or am I just being newby?

PS: The forts I'm going to are the ones that show up as gray circles on the map

 Unlucky. Try to generate adventurers in different parts of the continent so that you get a round sampling of forts. I.E. Dwarf of X, Dwarf of Y, & Dwarf of Z all come from different areas and are near different forts.

Generating younger worlds might help as well.

I find 2-300 years is best for lots of forts.
