You could probably represent them mechanically, although it would be simpler to just RP those things out and declare that that's what you do. It would be very micromanagey and difficult to do so, however.

So Chango is doing relatively well with their psychotic oppressive dictator who reminds me quite a bit of 1984. Gee, I like this game.

^ I assure you, you will be bored quickly if you don't participate in the metagame (roleplay or gameplay, although I find roleplay to be more interesting).
