Marksdwarves refuse to equip quivers... or even crossbows.

So I've got my melee unit up to master level finally and decided to start figuring marksdwarves out.  Not going so well.  First off, they refuse to equip quivers/arrows, which I noticed after they consistently just stood by my archery targets not shooting at them.  After noticing them all turn into hammerdwarves from sparring against each other with their bows as melee weapons.  Have about 20 quivers in the pile and they're allocated 300 bolts for a 4-dwarf squad.  Figuring it was just an inventory issue, I disbanded and reformed the squad.  All this did was get one to pick up a quiver, but no arrows, and the other three dropped their crossbows altogether and are now wrestling each other or standing around with "Soldier (cannot follow orders)"

I've got 4 properly aligned, spacious, separately-defined archery targets for them, a barracks, and all the settings seem to be right.  But they still won't equip quivers or train or do anything more than bash the animals I tell them to kill over the head with their crossbows.  Quite frustrating.  Anyone know what the cause of this might be?  Searched around for an answer, seems like the problem's very common, but none of the solutions worked for me.

Update, did a little fiddling around, changing uniform accessories and whatnot.  They all have quivers now, and only the militia commander's still running around unarmed, but the others still won't pick up bolts.  Except for one guy who decided to run halfway across the map from my fortress to try to take on a minotaur solo.  Got off three shots before charging in for melee... with predictable results.  Others at their post behind fortifications (adjacent to them, mind you), still didn't pick up bolts and tried to run in for melee when he came into range.  Thankfully, they had a bit of a detour and I got him in a cage trap.  Seems like the perfect training target IF I can get them to pick up bolts and actually shoot them.

how much bolts do you have? at least 200 are reserved for hunters even if there are none.

Over 1000. Got it working now though, had to specifically set what was to be used for traininng, etc., and specific bolt types.  I just had 300 "bolts (C/T)" allocated, changed that to 200 metal bolts (C), 400bone bolts (C/T),and 600 wooden bolts (T)and they started training and killing gobbos in my gobbo moving target pit.  And I assigned them to wear leather cloaks, which for some reason made them get bows as well.  Not quite sure what that has to do with anything, but it worked.
