5 civilians(11a): train into workers
5 workers (11a): Build Base at 10a
3 workers(9a): mine
2 workers(9b): build mine at 8a
3 workers(11b): build mine at 8a
2 workers(10b): continue woodcutting

Well that's my turn, that should all work right?

EDIT:
One of the big problems with this game that I see coming up is exponential growth.
Right now I am at the stage where I will be able to produce 1 base per turn. Pretty soon it will be 2 bases per turn, after that it will be a gain of 1 base per turn per ~15 workers.
If you have no problem with seeing half the map covered by bases within 20 turns (and all that that means in game play and moderation problems) then this is fine, otherwise, it seems to me there might be a problem.

Okay I limited everybody to 3 bases and finally added those units Toaster suggested.(check first post)

Workers at 9Q and 9R move to 10Q and 10R to each build another mine.
Workers at 8S split 2/3 to mine at 9Q (2) and 9R (3).
Five new workers (8P) move to 9P to build a base- materials come from above mining.
Train five new civvies as workers.

HMR stands for Hazardous Materials Requisition, not Horrible Massive Ruination, though I can understand how one could get confused.
