[38b] No baron? Might not be a bug

Two attempts at having a baron- I've very specifically done at least 50 stone and wood jobs, 15 gem jobs, countless metal and food jobs, and a current population of 140.

And he hasn't showed up either time.

Have you exported a boatload of stuff?
Do you have a large wealth value?
