Ode to a computer fan (Help picking a new fan)

My computer's fan is very quiet most of the time, but every minute and half or so, the fan hums very loudly for 3 seconds and then fades back into being quiet. Also, when I loud up a game that is slightly taxing, the fan kick on quietly at first. Then it slowly starts ramping up
and eventually becomes redonkulously loud.
So, I think a new fan is in order, and I'm here to ask, what's a good fan that is...

-Easy to install ( If it isn't, then it's likely I'll end up busting my computer )
-QUIET. As quiet as possible, while preventing my PC from frying its insides.
-Cheap. I can't afford anything that's more expensive than a video game.

I'm not sure if you need it to judge what power fan I'd need, but my computer's parts are...

-i7 CPU @ 2.80GHz
-8 GB Ram
-ATI Radeon HD 5700 Series

On an i7, you will need to remove the entire motherboard to remove the old fan and fit a new one. If that's already too hard in your opinion, then you'll need to go to a professional which will cost you...

Well, I've taken my computer apart (Sort of) to clean out the dust before, so as long as I think I had some instruction on taking out the motherboard, I could probably handle it...

Are we talking a CPU cooling solution, or just your run of the mill fan?
1366 socket, or 1155/1156?
That is, which i7 specifically?  That name encompasses several generations now.
Need to be more specific.

Likewise with Falc -- None of the stock i7 heatsinks I've ever seen have had backplates involved.
Not like there's anything particularly difficult about unscrewing the motherboard from the case and attaching the backplate.
I would never recommend going to a professional for that.  That's just ASKING to be ripped off.

However, I'd gauge a CPU heatsink worth its salt at ~$60.
Mine set me back $80.  Best decision I ever made for this system.

The 1155 socket has an easy snap-on / snap-off heatsink mount.  I know that much.

Personally, I like Silverstone fans, though, I have limited experience with them, and what experience I do have has been on a micro ATX mobo in a small case, so I don't have much room.

Are you looking to replace the heatsink, or only the fan?  Fans are usually pretty cheap; heatsinks get a little crazy.
