Can't dump some items

I can't seem to get some item types to be dumped. I flag them for dumping, set a dump area, and the dwarves just ignore them. Stone gets dumped fine, but I can't seem to dump extracts, vials, mill products, or barrels. (That's all I've tested so far.)

I've had a similar issue.

I had two goblins die in my fort. One was carried to the refuse stockpile. The other just sat on my farm. I had a working dump set up, so I thought I'd just dump the corpse that the dwarves would refuse to haul. Even with 17 idle dwarves they all just milled around and ignored the goblin.

And another instance of the same thing: There were some seeds inside a cage because of taming an animal with plant food (also a somewhat annoying 'bug'). The dwarves refused to dump either the seeds themselves or the entire cage, when they were designated for dumping.

One reason an item marked for dumping may get ignored is that the game considers it outside, and you have dwarves set to ignore refuse outside. When I had my dwarves remove all the rocks from the mapwidth x 6 hall I dug out for draining the river into, I ended up with a line of rocks going from where the stairs from that hall reach the surface, west to the bridge over the river, then east to the dump zone. When I told the dwarves to collect refuse outside, they suddenly all jumped to grab the rocks and move them the rest of the way to the dump zone.

Are you sure the items you were trying to dump weren't being considered outside?

Tahin shared a save which had 3 undumpable, unusable logs in it. I found a way to fix them, though it destroyed more logs than it freed. Essentially, I caused a cave-in on them. This movie shows the entire process from beginning to end:

Oh, good call. Still can't dump extracts, but that's probably intentional.
