if its claimed how do i unclaim it from the dwarf? or check to see if its claimed in the first place? i thought the forbid flag made it so nobody owns it

You can check by [k]->[enter]ing the clothes.
There is no way to make a dwarf unown an item. The reason they're claiming the clothes is because their old clothes are wearing apart, so they want new ones.

I've seen mention that dwarves can sometimes inherit items, so the clothing might have immediately belonged to their spouse or possibly children, not sure on the exact rules for inheritance.

Solution is still the same, give the owner a place to put them.
