How does the color scheme in DF work?

Every item has a [x:y:z] color. At first, I thought that they meant the proportion of red to green to blue, but now I'm thinking that the first one is the color of the item, second is color of background, and third is color of something else (outline?)
Can anybody confirm.

First is the foreground color.  second is the background color and third is brightness of the foreground color(it's either 0 or 1)

The colors are predefined (but modifiable) and the list is here.
