So I remember hearing a while back that  the Memory soul attribute in Adventure mode actually determined how often an area gets lost in the black fog.   Is this an unfounded claim/been disproven?

The claim has never been proven.

Many people play max/min adventurers with very low 'Memory'. It doesn't make the "fog" come sooner.

This "fog" has more to do with the amount of memory that your computer has. DF (the game) can't simulate the entire world at once, so it unloads areas if you leave them for a while or get too far away.
