Hey is there anyway to fix the bug where you get assigned quests to kill something that is already dead and when you report that it is dead the person will just keep giving the quest over and over?

I have never heard of that bug, nor I do I think that any player can fix it. Perhaps you should check it out on the bug tracker. If it hasn't been reported there yet, report it.

That's all you can do, really.
