What you can choose depends on the civilization you start from. Not a bug.

... does that mean starting items are biome/etc specific?

anyway.. fortress abandoned.. .eh... dug through aquifier water tiles.. XD

let's see if a different spot makes any difference
--
in the reclaim mode... only weapons available are all the crossbows.. and only steel weapons... is that normal?

--
tried starting from a new site... same thing.. only all the various crossbows... however... when one removes the 2 preselected steel battleaxes.. one can select steel weapons (which is basically what happens when reclaiming)

Hit tab once or twice on the area select map. You'll see a bunch of different civilizations on the side bar. Scroll through em, The largest have the most/best stuff. Smallest has almost nothing. ( The blue statue type icons on the map denote the size of the civ )

Also, if you don't have enough points for a weapon they won't appear on the list.

Only crossbows, I think. If you mod in a metal that's as common as steel with a higher value it will start out as that instead of steel. A good way to get extra points without using adjuststart if you make it super valuable.

First candidate: aluminum. Aluminum bats exist, why not aluminum maces/hammer/swords?

Technically, an aluminum baseball bat would qualify as a mace. Somebody keeping track of my Heads Batted In? *BOINK*
