Okay, if I assign a barracks to a squad leader, does that mean the squad in question will be the only dwarves to use those particular barracks?

Nope. It just means that assigned dwarf gets a bed, all his squaddies will camp out on the floor around him. For true barracks-making, just set one bed in the room to barrack, and don't assign it to anyone.

No way to prevent non-military dwarves from taking the barrack beds tho, unless you have enough regular rooms for everyone.
