Stuck miner

I have a bit of a problem. I have a miner that is stuck in a hollowed out cavern section.



I tried digging down from the level above him, but the game won't acknowledge my designations to dig down stairways. He can't dig himself out for some reason. There seems to be no way to reach him other than digging downward. Any ideas?

Edit: Don't why but he started to respond to designations. He's free. Sorry for wasting anybody's time.
