All right, I genned a new world, with NO_EAT, NO_DRINK in the global, left ALCOHOL_DEPENDENT in, dwarves are doing just fine. I don't know why, but the dwarves seem to need the need for alcohol. It defines them, I guess

I've removed alcohol_dependent with no problems
