Because my baron refused to appoint a DM, I decided to edit the RAWs on some of the animals in the game.  Namely, I want War Giant Badgers.  Previously, they were labeled as:
[PET_EXOTIC]
I changed it to
[PET][TRAINABLE]
Recently, I had an elven caravan trade me some tamed Giant Badgers.  They do not appear in my animal stocks screen and do not register as being capable of becoming war animals when I use the command from the Kennel.  However, I am able to chain and cage them.
Does anyone have any suggestions on how I could get this to work?

Which raw files did you change?  When you create a new world, the default raw files are copied from /raw/objects to the save game folder data/save/region(number)/raw/objects.  If you want to edit a game already created, you need to edit the raw files for that region, not the default raws.

That was the problem.  I was unaware there were separate RAWs.  Thanks you for your help.
