I don't think preservation is in the game, so I'm pretty sure that's out; also, rock salt helping with cooking would require rock salt to be a food, I think.

The closest thing to rot would be vermin eating your food stocks. There really isn't an incredibly roundable way of making this work unfortunately.

You could make something similar where using rock salt (possibly rock salt powder) and meat creates a new meat item of a material without the [ROTS] and/or the [EDIBLE_VERMIN] tags, maybe call it preserved meat or something. The product and reagent lines would probably look something like this:

[REAGENT:A:1:MEAT:NONE:NONE:NONE]
[REAGENT:B:150:POWDER_MISC:NONE:INORGANIC:ROCK_SALT]{The 150 is usually the size of the powder made. May be bugs from it}
{Maybe a reagent for the powder's bag?}
[PRODUCT:100:1:MEAT:NONE:{Insert Material Identification}]
The outline might not work seeing as I don't often play with reactions (and especially not powders). Of course if you decide to use rock salt powder, you'd need to be able to make it before this is usable which means more reactions (unless you change POWDER_MISC to ANY_RAW_MATERIAL which will still require rock salt).

I've never really done material or reaction modding but I've always wondered if a person could remove the meat tags from all the current meats, create reactions to combine preservatives with food to create some sort of item that you'd added the meat tag to, and give the player race the carnivore tag.

It can be done, it's just alot of add-ons, I've done one for smoking and drying for preserving so having one for salting wouldn't be that hard.  You'd just have to have a few extra material templates, a new inorganic for crushed rock salt, modify the standard materials tempate, add a custom building (I had a smokehouse), and make the reaction for the actual process.  It's alot of typing but the process is quite simple.

Technically, the game does have a way of marking meat as "preserved" - if you ever discover an underground animal-person camp, you'll find a bunch of preserved animal organs which, despite not being stored in stockpiles, do not rot. Unfortunately, there currently doesn't appear to be a way to create preserved meat using custom reactions.
