So the little guy had detention, some miner offence. i think he killed 3 dwarves in a fit of anger. anyway he spends his 200 days in jail, and tehn resigns. no re-election, i no longer have a leader.

What do you mean by resigns?  That there was a point at which he ceased being the leader for whatever reason?  There is no resignation message.  I think the only way they can lose the appointment is to lose an election, so the elections are probably broken in some way.

I've had a jailed mayor stop being mayor, with no election, I think.  I wouldn't put it past the dwarves to have elected someone who died right away.
