Undumpable rocks

Recently I cleared out a section of rock in the hopes of constructing an indoor trade depot, only to find that the site is blocked by an item (the rubble from the mining). Naturally, I assumed that the builder would simply move it out of the way, like usual, but instead he/she suspended the job and went to get (more) drunk. So I DBD and select the rubble for dumping, and unsuspend the depot. I designate a dump zone. No dumping. I remove the depot, thinking it may be blocking them from doing their dump routine. Still no dumping. I remove dump order, and reapply, to no effect, and the rocks have sat there for a season, until I just said "screw this" and built the depot outside. Is this a bug or am I missing something?

Tasks that require stone will claim them when the task is created (or, for workshop tasks, when the task reaches the top of the list). Such claimed stones cannot be moved except as part of performing the job. So if some of the rocks located where you wanted your depot were needed for building a wall, or some furniture, or something similar, then the depot can't be created until those stones have been used for the task (Note that stones required to build the depot itself are not a problem).
