Legendary Skilled take Forever in putting up furniture/c

Due to a number of fey moods and possessions, I have several legendary dwarves of various professions bopping about my fortress. Occasionally they'll get drafted in bringing in new furniture for bedrooms, offices and dining rooms. They're fine with bringing the piece to where I wanted it, but when it comes time to set it up they flash...and flash...and flash. Until they get thirsty/hungry or you remove them from the job, they won't budge from that spot.

I even had a legendary engraver decide to construct a shop (Architecture required) and nothing happened after the materials were set in place. He never finished "priming" the place, requiring extra stones or stuff to be moved out of the building blueprint. Eventually I noticed another Mason, just a lowly moderately-skilled dwarf, picking up where he left off and completing the shop in the same amount of time as usual.

Building stuff in workshops is still fine. This has been bugging me through several versions up to 104.19b. I haven't been able to download the most recent version onto my laptop to see if it still persists.

I've had this problem in 104.19c and previous versions. sometimes if you have a building zoned on top of a rock, a dwarf will get the Construct Building job and stands on the site, but he won't move the rock so he can actually start building. if you suspend the job, wait a few seconds, and unsuspend it, he'll walk back and move the rock and finish the building.

I have had this happen too - I particularly noticed it when my legendary carpenter tried to do the architecture work for a road.  He kept wandering around and flashing and the road didn't get built until I turned off his architecture and sent him back to do more carpentry, and had some peasant do it.

I was thinking maybe it's because they're carrying artifacts and need both hands for whatever it is they're trying to do.

It's not clear what would be causing it.  If somebody has a save where somebody is wandering around on the job and not doing things correctly it would help.

It seems that there are a number of jobs that require two hands.

Artifact makers always carry there artifacts in one hand, and thus cannot perform many tasks (building a road, building a farm plot, etc...)

At least, that's my guess

I can confirm that it still exists on the most recent version and that even my legendary mechanic can't set up traps. :/

Whether or not the legendary items are interfering with their tasks, I'm not sure. I thought it didn't when a legendary Mason was futilely mucking about NOT setting up a shop, but he have been the one who made a ring that was still on him rather than the other guy who created an idol that was stolen sometime afterward.

I'll try to arrange a legendary miner or that mason to build something and see what happens.
