When it comes to escaping during an alarm, never underestimate the power of Intimidation. I don't know how the role works, but my more powerful liberals shouting the slogan can reduce a squad of 12 or so SMG armed security guards down to 2 in a single turn. 12 SMG attacks could probably slaughter, or at least injure, most squads. 2 are far less of a threat.

I think intimidate only works full power against a single foe (the chosen target). Bluff always clears all.

I think intimidate only works full power against a single foe (the chosen target). Bluff always clears all.
I learned that the hard way. Agents were sieging my safehouse and my 3 or 4 conservatively (poorly) armed liberals ran into a group of about 12. I intimidated one of them successfully, only to be slaughtered the next turn by his buddies.

It *may* affect everyone (as in your example, it didn't do [poo] to those two guys). Some targets just won't run away. What I'm wondering is whether it affects the primary target more than the others.

I think it has to do with the enemy's type and wisdom, and involves a separate check for each enemy. Agents are less likely to be scared than rednecks.
