capital city population weirdness

I changed a bunch of stuff in the raws but the max pop in a city is set to 700(the max for the kingdom is 12000). After visiting only 1 city and the capital(it lags so bad in the capital it takes 30s to move 1 square) I retired and then it goes to unload the units, all 2400+ of them... I've repeated this 3 times in 2 worlds.

this isn't a bug. your computer just can't handle 300+ people and their pathfinding. besides you brought this on yourself by messing with the raws. this isn't a bug nor should it be in the bug forum.
