Archers are giving me the finger. (Noobie here)

I give up, I must be missing something major. What could it be? Here are screens for all of my gameplay settings. Any ideas? I must be missing something, and feel free to request screens

Also, does that green symbol next to the equipment mean it's equipped?

Yes, that green symbol means the dwarf has that equipped.

As for the question as to why is is not working, do the dwarves have ammunition? Even if you have some, it might be reserved for the hunters, and you will have to go under the ammunition screen (military > f) to change it, or just make more ammo.

How is it not working? Do you mean they are not practicing? Not shooting at all at anything, even enemies? If it's the former, then each archery target needs to be it's own barracks, even if they overlap. If it's the latter, maybe they aren't carrying ammo? Try making quivers for them and they will use them automatically. Maybe you have some sort of bug where they refuse to carry any ammo without them (dwarves will normally carry a small amount of ammo without a quiver).

They are just staring at the enemies. Luckily I had some traps set up to murder them when the first siege came, but here's the setup. I haven't seen a single bolt fired from any of my not-so-loyal army. They stand in the area behind the fortifications when the drawbridge is up, and just pick each other's butts until they die of thirst. I tried making them attack once by order, and they went after them in hand to hand... Not sure what to do here exactly. And when they came the army was active, and I stationed them behind those forts, with the goblins standing right next to the drawbridge.

You've only provided screens of equipment assignments. Being assigned equipment is merely the first step, they then need to actually equip what they've been assigned. So we need screenshots of their inventories and the contents of their quivers.

Also let me guess - you didn't use a Defend Burrow schedule order or creative architecture to make sure dwarves are adjacent to fortifications? Only elites can shoot through fortifications from far away.

I'm 90% certain that it was the distance from the Fortifications, but I'll come back if it doesn't get fixed :D Thanks!

They need to have quivers.

If they're deployed in firing range and you're not relying on some half-understood kludge then they will fire -- if they don't charge in blindly using their crossbows as clubs.

Seeing as only four stacks of bolts are assigned, I suppose they actually don't have ammo, so won't fire no matter what. And it is possible that only one or two of them have quivers, so they get all the ammo assigned. So probably not enough quivers, but also total ammo reserves may be low.

Additionally giving them chance to select "individual choice, ranged" means they might have selected iron bows from gobbos, which are more expensive than for example wooden crossbows. And bows fire arrows, not bolts. Yes, dwarves are that stupid.
