So yea, an interesting example of people giving up their common sence, reasoning skills, and to some degree humanity, in favor of having the guide lines tell them what to do. If you can not interprate the word 'if' then you have issues.

On the other hand, they could be using them to prevent (prevent (third-person singular simple present prevents, present participle preventing, simple past and past participle prevented), v.
(transitive) To stop; to keep (from happening). [from 16th c.]

If you can not interprate the word 'if' then you have issues.
Actually, 'if' is a problematic one - in lots of cases, people use 'if' to mean 'if and only if', which can cause problems.
