Migrants stopping

I'm almost in the third year of my fortress and only two waves of immigrants have come, for a total population of 13. Is it possible that my parent civilization is extinct or something? I haven't been contacted by them for a long time.

If so, what do I do? Am I stuck with 13 dwarves permanently?

Not permanently, you'll have pregnancy and children, eventually. It'll take a few generations to really boost things up ( 12 years from birth to maturity ). Your priorities would be to protect everyone within to best of your ability  :D

Your native civilization could be slaughtered. In this case, you're the last hope of surviving memory of the fathers of your subordinates. It is so exciting!

No, most of the land is a single continent. Unless my parent civilization is on an island, we're directly connected by land.

Dwarves can swim (or sail), but may be dead indeed. It may be hard to tell, because absence of leaders, migrants or emissaries still doesn't mean the civ is dead. I'd backup a copy of save and abandon the fort to check in Legends mode - if they have land they should be alive, at least that's my experience.

Anyway, if you have dwarves of all sexes, some of them should finally get married (if they haven't married already) and start to produce children, at rate of about 1.33 per year (twins are rare).

Put your world save up on the dwarf fortress file depot and say it's a possible no-dwarf world.

If you used mods to generate the world, or changed the raws, make notes on what you did.

I've been looking for a good no-dwarf .embark for .25  :)

do nodwarf civ send no caravans at all or just the first one?
