SO as the topic says, I lowered my popcap to 30 but turns out It was boring, so will rasining it back to 80 make my fort attract people again?

Yes it should, you'll have to save and quit, change, and start the save back up, but it will work.

Modifying the population cap does not require one to save and exit the program, unlike modifying raw entries. I habitually save and forget the second step. YMMV, of course.

Changing the init settings does require a restart.  Even the name says this.  "init" is short for "initialization", meaning it's the list of parameters the game loads when it begins.

And yes, once you close the game, save the init, and restart, it'll run as intended.  This includes things like baby cap, invaders on/off, and other init settings.  They take effect as the game starts, not as the world gens.
