Sieges are never stealth, and I think there's a hard limit on siege size.  Using FD mod, all of the various civs send same-size sieges.  I'm not familiar with the elven raws, I dunno if they have a siege trigger or whatever, but I got tons of ambushes, usually 5-6 squads of 8-10, compared to the goblin 2-4 squads of 5-8.  As I said, this seems to be entirely because of the difference between BABYSNATCHER and AMBUSHER, not civ size.
