Small point, here in my state, everyone above the level of city cop or country sheriff is appointed by the governor. (County Sheriffs are still elected.) State Patrol, Special Duties, all those positions are filled by appointment. I think they confer with police leadership, but the decision is ultimately made by the highest elected official in the state.

I can't compile the latest revision, but I'm a bit confused on the point of police elections and the PC changing laws. At C+, police should have lots of political power but wouldn't be elected, and at L+, police would be elected but they should lack political power. If anything, I think the police elections should affect the Liberal/Conservative ratio of cops (with the ever-so-debated endgame difficulty remaining an issue), not laws in any way. The very point of police regulation is making them stick to the rules, not make them.

I think I'm convinced, and I guess the best thing I can think for police elections to do instead of that is act as a news event that determines the swing of popular opinion, either Conservative or Legal, on all "crime-based" issues. So if the people voted for Conservative officers, then that shows that people have became Conservative on some particular issue. For this to work the elections must occur at the start of the November season, right before the propositions.
