This isn't really a bug, just a limitation.

The reactions used in the forge doesn't reference items if they are stored in barrels to determine if the job is selectable. If you have the ingredients outside a barrel and put the job on repeat, it will pull them out of barrels. But if you turn it off, you cannot re-assign it until you take some ingredients out of the barrels again.

It affects the game in no way without modding, but does interfere with some of the wonky mods that one might create. The instance that I discovered it was an attempt to create a reaction for the forge to burn plants into charcoal. It works fine as long as I store the plants in a stockpile without barrels, and if on repeat will continue to take them out of barrels. It just requires at least 1 set of ingredients outside a barrel to designate the task.

It's hardly a priority. It was probably even designed this way, since the forge just didn't have a need to access items in barrels. Items in bins work fine. I just figured I would post it in case you didn't know about it.
