Declaring war against the elves and humans.. impossible?

I've heard stories about pissing off the other races by stealing from and slaughtering the trade caravans. I've been doing that for years and with every fortress I've had but they just keep showing up ready to be killed. Is this feature a myth, or just disabled?

I hear it takes a ridiculous amount of time. Attacking traders and letting some escape to tell the tale helps, apparently.

Killing their trade caravans doesn't do it reliably.  Killing their diplomats does seem to trigger wars reliably.  The humans will only send a diplomat if you have a Duke/Count/Baron, so you want to have that noble and keep him alive to reliably generate wars.  Elves don't send diplomats in vanilla, but you can easily mod their entities to let them have a diplomat, and then you can generate wars with them by killing their diplomats.
