Starvation as a way to make a point

The last version.
After the first metalsmith arrived the initial meat supplies had just ran out, and i forgot to create a food pile for the PH, so a few of them rot on the fields until i noticed. While that was happening my metalsmith got more hungry with each minute, and when i finally had PH's in the food pile - he doesnt want them, apparently. He's still starving, while everyone else are eating as much as they want.

I have absolutely no idea what PH means.  Care to clarify?  Something like tucker, but different?  Oh, wait, plump helmet, just figured it out.

Although this might be a bug, if you just want to continue, I suggest backing up the bugged state in case Toady wants a look, then try to activate/deactivate the metalsmith and see if that brings him to his senses.  Might make him unhappy, but most of the time, dwarves are better off unhappy than dead.

It's also vaguely possible all of your food is claimed by someone.  (You didn't state how much you had total.)  If you use 'k' to look at the individual items, you can hit 'enter' to view details, and it'll tell you if a piece of food is claimed by a dwarf.  It's possible you still don't have enough.

In my experience, if someone goes into 'hunting for vermin' mode, it's basically a death sentence. They never notice any new food. They also don't bother to go to the farm to take the plump helmets which are just sitting there.

I had plump helmets rotting in the farms while everyone hunted for vermin in one fort. In the end, 50 immigrants arrived, harvested the food, and continued the fort. Basically everyone who was in the fort prior to their arrival died before two more seasons had passed.

Yeah, they seem to have trouble snapping out of it sometimes.  They certainly won't check for it while they are hunting for vermin, and if they don't manage to get enough vermin to lose their hunger, that's it.  On to-do, but I'll set up a bug report.
