Ice doesn't block designated construction

I started on a map with an aquifer. Like many, I have struggled with how to dig through the aquifer to the sweet, precious stone below. I was trying the method of digging a 5x5 tunnel downwards, leaving channels of water surrounding 3x3 of rock, let the water freeze, then dig out the 3x3 and build walls around the central stairs. But, I got impatient waiting for winter, so I dug out the 3x3 and built 4 pumps around the outside of the 5x5 area, pumping out the water and trying to build walls where the pumps allowed. This meant a lot of designating walls when a spot hit 1 water depth, and then repeatedly resuming when construction was suspended because the water was too deep. I got about half of the aquifer walled up this way, when winter arrived and the ice froze. This is where the bug comes in- while the ice from the aquifer froze, it didn't block the construction of the walls I had designated. All the walls I had designated were easily built on top of the ice, and then by strategically mining the ice, and then designating walls in the frame before the aquifer froze again, I was able to wall up the entire aquifer in a minute.

Maybe ice still stores the amount of water in it when frozen, and acts like water? So if you try to build over ice that was a 3 deep tile of water, it will allow it...

Well, I had 4 walls designated, and seeing how much trouble I was having before the freeze, it seems unlikely that they were all at depth 1 at the time of the freeze; and if they were any higher then it still let me build when it wouldn't normally.

I would like to add that I just discovered these walls did not add floors on the level above.
