Depends....... what's the shape of the object you're throwing? There are things you can throw underwater... like the torpedo shaped pool toy things. Spears, darts... etc provided they have enough mass and are the right shape. Basically, oblong shaped dense objects work find underwater.

Yeah, I can see throwing underwater being not implemented properly (sure, you can apply the force to 'throw' underwater, but water is much denser than air and you're not going to be able to throw as well/fluidly as you would on land, proper implementation would require at least a speed/distance malus for thrown stuff underwater).  With any luck this'll be addressed around the time that throwing/shooting at targets on different Z-levels gets addressed.

Just like in X-Com, where you can throw everything just as far underwater as aboveground:  Grenades, guns, bodies...  And not only do you have the same accuracy, but it gets there immediately!
