Building up

Whenever I try to build a fortress upward, the stairs won't go up. Why is that?

You're likely trying to designate up stairs. This tells your miners to carve existing natural rock walls into an upward staircase. If there isn't any existing natural rock wall to so carve, they obviously can't do so.

What you need to do is construct up stairs. To do this, use the b-C construction menu. This takes material to build and a mason/carpenter/metalworker (depending on material chosen) to finish the construction. Once the up stairs are finished, you then must construct down or up/down stairs above them in order for them to function.

If building on a free tile, like outside on in a cave: Build an upwards (or up-down) stair at z-level n, then when it is built, build a downward (or up/down) stair ON TOP of the previous upwards stair, at z-level n+1.

If digging: Just designate up/down stairs on top of each other.
