There is the issue though of people who have deep roots in an area, that were established long before we even fully understood the risks. Do those people deserve state or federal assistance to move to a place of much lower risk? Especially when their risk might be compounded by the needs of those further up river? They can file lawsuits to get damages or suspend work, but those seem like stop-gap measures for those in the direct path of severe flooding.

I'm not so concerned with the people that ignored their contractor/property owner's warning. When you buy $850,000 beach-front property, you tend to get the information and the freedom to act based on it.

I'm concerned with the people who, even if they know about problems, are financially incapable of picking up and leaving.

I have trouble understanding how people could have roots deeper than 1909.
