Waterwheel over a brook?

So I installed a waterwheel on a brook tile. No power. I read the wiki, and it said I had to channel out the tile to get it to work. I tried that but instead of working, it said I couldn't even build there! I was building a wall one Z level up, but my entire fortress flooded and I abandoned. Was I on the right track?

You need to channel out the brook and build a waterwheel connected to an axle/gear. You cannot build it in the air without any support.

Okay. That's probably why it was building on the brook 'tile' but not over a channeled brook without the axel support. Many thanks.
