I'm part way through filling in an application for a Commerical Business Apprenticeship and have come across the dreaded vague 'anything else' part.

If you would like to, you can write up to 3000 characters to explain why you are applying for this position. You may wish to highlight any skills, interests, personal qualities and previous experience that you consider relevant to the position.

Anything in particular they want to hear?  Should I use as many of those 3000 characters as possible, or keep it very brief?  Tips anyone?

That's the part I'd look for, right there.  I wouldn't do it at all.

That's what this section is for right there, and nothing else.
And do not leave it blank.

What have you done in your life that's worth mentioning and gave you experience in an area related to your application? Make sure it's serious, and make sure that you include a comment/description/info about what each experience brought you, but try to embed it in the text not "I did this and it taught me that".
Also, put forward at least one positive personal trait, even better if you can somehow show that you enhanced it through one of your activities, but I wouldn't go beyond 2 of them.
Don't overdo it though, if you reach 1000 charaters only; then that's fine; write what you have to and no more.

I think it's a bad idea to leave it blank, if for some reason you think you can't write it in a litterary style, at least put bullet points. Leaving it blank tends to show that you don't really care/aren't commited.
