Uber-Social dwarf problem

Maybe my guys are just a friendly group, but about 90 percent of my dwarves have maxed-out social stats and are all Super-Dwarvenly tough, etc.  It's nice I suppose but definitely not right.  It's only like the 3rd year.

Known.  Not exactly a bug.  There are repeated suggestions asking to fix it.
