Perpetually empty stockpiles

What's the logic for where dwarves store thigns?  I've got a bar stockpile near my first forge (riverish) and another out by the magma, yet the dwarves refuse to use it, prefering the 3 day treck to the river to store the bar, only to pick it up and haul it back (in the case of iron and pig iron) to be smeleted!
Same thing is happening to some green glass and a gem stock pile in the same area (it's going into a bin in the other gem stockpile near the jewlers).

I think they always prefer to use bins right now...  I think.
