I started a fortress earlier today, and didn't get my first mood till the 2nd year around.

I think the Dwarf's personality has alot to do with how long they can hold out when they're having a mood.  Your new weaver was likely Impatient, Anxious, Vulnerable, or some combination of those or other bad traits.

So they were weak anyways.  You're better off without them, and it's a good thing they went crazy before they made any friends.  That'll prevent anyone from being upset when they die.

Because it was a silly way for a Dwarf to die ...

Dwarves are born to die in silly ways. It's part of the Dwarven Tradition.

You have to have a right (wet) biome to be able to gather rope reeds, so you'd better have breached caves and gathered some pigtails either there or on newly created soil.

It seems weavers have a tendency to go mad. My first mood (ever) was from a weaver. By then i didn't know how to set jobs to other dwarves, so ol' Stukos went berserk before even being able to claim a loom. Killed 4 dwarves and several animals before being killed by a miner.

The very next day I learned how to set jobs for dwarves, a skill which could have easily prevented the incident.

But well, it's Fun :D
